The VBI, or Vertical Interrupt is an interrupt generated by the VDP once a frame has been drawn to the TV and the electron beam inside the CRT is moving up to the top left corner again. During this time, the VDP doesn't have any tasks to do so DMA as well as free access to the VRAM can be accomplished during this time.
